An Intelligent Officer who was working with Ethics and Anti-Corruption Commission (EACC) is said to have gone into exile after unearthing a multi-million scandal in Kakamega County.
The experienced officer is said to have sort protection in a foreign country after uncovering a Sh900 million scandal in Kakamega County.
The officer had unearthed the embezzlement of public funds in Kakamega County during the period between April 24th, 2018 and December 14th, 2021, where the taxpayer reportedly lost Ksh987,734,124.50 for services not rendered.
The funds were meant for the procurement of an Enterprise Resource Planning – ERP System through a contracted company called ‘Sybyl Ltd’.
The scandal happened during Governor Wycliffe Oparanya’s tenure.
Documents show how the County Government of Kakamega paid huge sums of money to the said company’s account on various dates.
However, digging deeper into the story brought discomfort into the officer’s life, forcing him to resign from his work and seeking asylum abroad.
The Officer, sharing on anonymity for fear of further victimization, has accused senior officers at EACC of covering up the scandal.
“They, instead, turned against me and subjected me to unreasonable transfers four times, with re-designations to remove me from the investigations directorate,” he said.
The officer also noted attempts to his life owing to his knowledge on the scandal.
“There were attempts to get rid of me from the EACC through dismissal or by silencing me forever through execution. This led me to resign and run for my life elsewhere.”

During our online search, this writer stumbled on a company with a similar name like the one accused of walking away with nearly Sh1billion even before supplying the ‘ghost’ ICT services to Kakamega County Government.
It’s not clear if the same Sybyl Ltd that we found on the internet is the same one that is believed to have done business with the County Government of Kakamega or not.

The Sybyl Ltd on the internet is an IT firm with branches in Kenya, Uganda, Rwanda as well as Uganda.

Ironically, despite boasting of ’30 years of experience in the ICT industry’, the company on the internet joined X (formerly Twitter) in September 2018, the same year that the scandal is believed to have occurred.
Our efforts to reach out to the searched company and establish their connection with the County Government of Kakamega were unfruitful as they did not return our calls nor emails.
It’s not clear of the EACC launched and completed investigations into the scandal or not.
Mr. Oparanya had on Wednesday 23rd August, 2023, appeared at the EACC integrity House for questioning following a graft case involving Ksh1.3 billion. It’s not clear whether the questioning was in connection with this scandal.
