President William Ruto has officially appointed former Bungoma Governor Wycliffe Wangamati to Stats job.
In a Gazette notice published on June 7, 2024, Mr. Wangamati and Jubilee Party Chairman Nelson Dzuya landed the state jobs in the latest state appointments.
Wangamati, who served as the second Governor of Bungoma has been appointed to chair the Public Service Superannuation Fund Board of Trustees (PSSS).
Wangamati was appointed by President William Ruto through Treasury CS Prof Njuguna Ndung’u and will serve for the next three years.
“The Cabinet Secretary for National Treasury and Economic Planning appoints Wycliffe Wafula Wangamati to be the Chairperson of the Public Service Superannuation Fund Board of Trustees, for a period of three (3) years, with effect from the 7th June, 2024,” read part of the gazette notice.
The CS for Mining, Blue Economy and Maritime Affairs Salim Mvurya has also appointed Nelson Dzuya, a member of the Kenya Marine and Fisheries Research Institute.
He will serve in this capacity for the next three years.
“The Cabinet Secretary for Mining, Blue Economy and Maritime Affairs appoints Nelson Dzuya to be a member of the Kenya Marine and Fisheries Research Institute, for a period of three (3) years, with effect from the 7th June, 2024.”
In his acceptance post, Mr. Wangamati thanked President Ruto and the CS for the appointment as follows:
“I take this opportunity to express my deepest gratitude to H.E. President William Ruto and the Cabinet Secretary for the National Treasury and Economic Planning Prof. Njuguna Ndung’u for my appointment to serve as Chairperson of the Public Service Superannuation Fund Board of Trustees.
As the 4th Kenyan to qualify as an Actuary in the country, I recognize the importance of the Public Service Superannuation Fund, the second largest fund AFTER NSSF in the country with a fund size of Kshs.135 billion and monthly contributions of about Kshs.3 billion.
I hope to bring into the Fund my vast experience as a qualified actuary and an experienced senior manager/advisor in Pensions and Investment Consultancy.
As a Fellow of the Institute of Actuaries in England, I have worked in South Africa and England before coming back to Kenya where I served as Managing Director for Alexander Forbes Risk and Insurance Brokers from 2009 and resigned in August 2017 to serve the people of Bungoma as Governor.
I am excited about the opportunity to contribute to the enhancement of our public service sector through sound financial management and strategic investment of the Fund.
Your trust and support are a great show and vote of confidence in my leadership. In return, I assure you of my unwavering commitment to achieving the objectives set forth for the Public Service Superannuation Fund.

ABOUT PSSS
The Public Service Superannuation Scheme (PSSS) is a Defined Contribution (DC) Retirement Benefits Fund established under the Public Service Superannuation Scheme Act No. 8 of 2012 which was enacted as part of Government reforms initiatives in the Pensions Sector.
The Act established the contributory Public Service Superannuation Scheme (PSSS) in line with the policy direction issued by the Government through the National Treasury Circular No. 18 of 2010.
The Scheme commenced on 1st January 2021 as per Legal Notice No.156 published in the Kenya Gazette Supplement No. 146 of 12th August 2020.
The Scheme is a contributory pension arrangement to provide retirement benefits to officers in the service of government: –
- by the Public Service Commission
- by the Teachers Service Commission as a teacher or
- by the National Police Service Commission or
- by any other service that the minister determines to be public service for the purposes of the Act.
Mr Wangamati is heavily tipped to return for his second term after the constitutional exit of Governor Kenneth Lusaka in 2027.
