When he joined the Nairobi County Executive in 2013 as Chief Officer in charge of Lands, many thought that having been in the county for long he would work diligently to serve the people. However, he has used his position to engage in questionable dealings that have landed him in several land-related cases.
Having served in Governor Kidero’s administration as Chief Officer for Lands, then in Sonko’s administration, and later under NMS as Deputy Director of Lands, Mwangi continued his tenure under the current government as Cec build environment and urban planning being moved to the Boroughs Department as a County Executive Committee member (CEC).
What seemed like a normal transfer has now come to be linked to a trail of corruption involving land sales, transfers, and fraudulent deeds, many of which are now active court cases.
SG Mwangi, who projected himself as a man of wealth by declaring assets worth KSh600 million during his vetting by the County Public Service Board, now faces questions about the sources of his wealth.
What appeared to be routine transfers from the Lands Department to the Boroughs Department have instead exposed Mwangi the oldest serving member of the Nairobi City County Government (NCCG) Executive as a central figure in a web of fraudulent land deals. Several prime land title deeds worth millions of shillings are tied to not less than 10 active court cases, with more still under investigation by the DCI.
Some of the Cases Include:
• Eastleigh Treatment Works Land
Originally owned by Nairobi Water, this public property was allegedly grabbed and allocated to private entities under Mwangi’s watch. The land was subdivided and sold but never reverted to its rightful public use. The case is in court.
• Pumwani Hospital Expansion Land
Land reserved for the expansion of Pumwani Maternity Hospital was illegally transferred to private developers. Some parcels now host petrol stations, leaving the hospital unable to expand. The DCI has an active file on the matter.
• Four Ways Junction Land
Mwangi is implicated in the irregular allocation of land meant for public purposes at Four Ways Junction. Banks and private developers are said to have benefited.
• Karen Talent Academy Land
The Commissioner of Lands had allocated land in Karen for a talent academy. Mwangi allegedly facilitated fraudulent subdivision and issuance of fake titles, denying the academy its rightful space. The case is in court.
• South B Market Land
The title deed of South B Market was allegedly stolen from county custody and illegally transferred to a private developer under Mwangi’s tenure as Chief Officer. The matter remains in court and has cost the county a lot of money in litigation.
• Dandora Land (Block G Plot H5)
In yet another case, Mwangi is accused of orchestrating an irregular lease processing and producing fraudulent title to an individual without proper documentation.The case is still active
Court and investigative insiders say Mwangi used his deep institutional knowledge to manipulate records, malign innocent officers, and cover his tracks while facilitating land grabs. His removal from the Lands Department was reportedly triggered by mounting scandals, though his transfers have done little to shield him.
Today, with multiple cases in court and the DCI zeroing in on deeds he facilitated, Mwangi’s long history of alleged fraud is catching up with him exposing what could be one of the county’s biggest land corruption sagas. He is also ranked among the poorest performers in every department he has been moved to.
